Found Shy Black Dog on Pelham Blvd, St. Paul

Black shaggy haired mutt. She had a collar on but was too shy to come all the way over to me so I could look for a license. Last seen going north on Pelham, wandering through front yards. Not in acute distress she but seemed a little confused.
